Already bruised by an ongoing bribery scandal, the City of Chicago’s red-light camera program took another body blow recently, thanks to the city’s own Office of Inspector General (IGO).

The IGO conducted an audit of the Chicago’s red-light program to “determine if red-light camera installations were made based on the Chicago Department of Transportation’s (CDOT) stated primary criterion of reducing angle crashes to increase safety.”

The audit sought to answer nine specific questions posed by members of the Chicago City Council, including the following:
Has the City installed, and is the City installing, red-light cameras in locations with the highest number of angle crashes?
Has the City used, and is the City using accurate data in determining the location for red-light cameras?
Is CDOT following its own prioritization steps for red-light camera relocations?
Which City departments, consultants, and/or employees of Redflex are involved in the decision to install or relocate red-light cameras, and how?
What is the total cost of the camera system, including installation and annual maintenance?

The findings, or lack thereof, are stunning. In its cover letter to Mayor Emanuel and other city officials summarizing the results, the IGO states the following:

First, CDOT was unable to substantiate its claims that the City chose to install red-light cameras at intersections with the highest angle crash rates in order to increase safety. Neither do we know, from the information provided by CDOT, why cameras in locations with no recent angle crashes have not been relocated, nor what the City’s rationale is for the continued operation of any individual camera at any individual location.

Second, our audit uncovered little evidence that the overarching program strategy, guidelines, or appropriate metrics are being used to ensure the RLC program is being executed to the best benefit of the City or the general public. Specifically, we found a lack of basic recordkeeping and an alarming lack of analysis for an ongoing program that costs tens of millions of dollars a year and generates tens of millions more in revenue.

Illinois: Proof lacking red-light cameras installed at most dangerous intersections
The Chicago Inspector General’s Office said in an audit summary Tuesday that the Chicago Department of Transportation cannot prove it installed red-light cameras on the city’s most crash-prone intersections as promised. The audit suggests CDOT should implement and follow “clear” criteria for choosing red-light camera placement and keep records on the decisions and basis for each location.

TAMPA BAY, Fla. -- A subtle, but significant tweak to Florida's rules regarding traffic signals has allowed local cities and counties to shorten yellow light intervals, resulting in millions of dollars in additional red light camera fines.

The 10 News Investigators discovered the Florida Department of Transportation (FDOT) quietly changed the state's policy on yellow intervals in 2011, reducing the minimum below federal recommendations. The rule change was followed by engineers, both from FDOT and local municipalities, collaborating to shorten the length of yellow lights at key intersections, specifically those with red light cameras (RLCs).

League City, Texas Red-Light Cameras Bagged
Red-light cameras in League City, Texas were covered with bags this week, but not by vigilantes. Australian camera vendor Redflex Traffic Systems had no choice but to shut down the devices.

I'm totally against camera lights, because I almost got hit in the rear trying to stop when I saw the amber light. It scared the daylights out of me. That's $135.00 here in New Orleans.

California: Murrieta red-light camera program shut down
To hearty applause from the audience in a packed City Council chamber, City Council members voted on Tuesday, May 7, 4-0 to end the red-light camera program. In doing so, council members are requesting American Traffic Solutions to remove the cameras and all associated equipment. Additionally, council members said they planned to consider proposals from the public to extend the time a traffic light stays yellow before turning red.

against. All traffic cameras are more about revenue rather then safety. Some small towns raise about $1000 in traffic camera revenues for each man, woman, and child in their population

I figure if a police officer can't catch you then a camera shouldn't be allowed to make a controversial claim against you or your car. I am vehemently against red light cameras altogether as there are entirely too many variables involved in these electronic devices.

Louisiana: Red-light camera tickets can increase insurance rates
The office of the Louisiana Department of Insurance clarified that nothing prevents insurers from raising rates on vehicle owners who receive a photo ticket in the mail. The hike in insurance premiums lasts several years, so in the states where rates climb for photo ticket recipients, insurers can collect far more net profit per ticket than the cities operating the red-light camera program. For that reason, the insurance industry’s lobbying and public relations arm, the Insurance Institute for Highway Safety (IIHS), has been at the forefront of red-light camera and speed camera advocacy.

Florida: Maximum red-light camera ticket fine increases to $408
The Florida Legislature on Thursday gave final approval to legislation limiting the due process available to recipients of red-light camera tickets and increasing the potential penalty for those challenging a fine to $408. The new provisions will become law on July 1 if signed by Governor Rick Scott.

California: Audit Finds Split-Second Yellow At Red Light Camera Intersection

Audit finds a malfunctioning Sacramento, California red light camera intersection had a 0.05 second yellow time.

Red light camera opponents often charge municipalities exploit intersections that have dangerously short yellow times for the purpose of issuing tickets. An outside audit of the Sacramento, California red light camera program confirmed that tickets were issued at an intersection where the yellow warning period on occasion flashed by faster than the eye could see.

The transportation consulting firm Iteris conducted a spot check of the 22 intersections where red light cameras were in use in the city and county of Sacramento over a 24-hour period last year. Though the city had audits performed when the program was new, the cameras have not had an independent review in the past six years.

"Because the Redflex equipment collects the yellow (amber) time from the controller output rather than from the programmed time in the controller, the city of Sacramento had requested a review of the yellow interval to determine if there are any discrepancies between what is programmed and what is being outputted, as well as any deviation per output," the report explained.

According to the traffic controller, the intersection of Mack Road and Valley High Drive was supposed to provide 4.7 seconds of yellow. The Redflex camera system reported seeing yellows as short as 0.056 seconds on July 11, 2012 at around 9:30am. The short yellow kicked in during at least eleven signal cycles. The rest of the intersections were found to be within 0.05 seconds of the programmed time.
